We kept just enough city economics to give rise to meaningful traffic challenges. Residents need access to shops and workplaces, and hate industrial pollution and road noise. Factories need workers and raw materials. Shops need customers and things to sell. Each time your city levels up you get a batch of buildings to place. The road network must grow!
